What did Ukraine's diplomacy and politics look like on 4 April 2018? One part of the answer was a modest, practical step: Ukraine and Turkey signed an agreement improving aviation co-operation.
The day before, on 3 April 2018, the Verkhovna Rada rejected two bills that would have scrapped electronic declaration requirements for civic activists: presidential bill No. 6674 and a bill from deputies, No. 6271. Both were voted down.
A language dispute in the Baltics
Also on 3 April 2018, Russian MPs called for sanctions against Latvia. They were responding to plans to make Latvian mandatory for all students in the country's secondary schools. Latvia is a quarter ethnic Russian.
Taken together, the reports show a region handling very different business: a technical agreement between Kyiv and Ankara, a parliamentary decision in Kyiv on transparency rules for activists, and a language-policy argument between Russian lawmakers and Latvia.
