What did Kyiv's sanctions and a Syrian swap show?

On 19 February 2021, Ukraine's National Security and Defence Council backed sanctions against 19 legal entities and eight individuals for financing terrorism. Viktor Medvedchuk and Oksana Marchenko were among those named.
A day earlier, on 18 February 2021, Israel and Syria carried out a prisoner exchange mediated by Russia. An Israeli woman had crossed the border into Syria's Quneitra Governorate and been detained by the Syrian military. She was returned in exchange for two Syrian shepherds held by the Israel Defense Forces.
The two events were unconnected. One was a domestic sanctions decision in Kyiv; the other was a negotiated handover across a border, with Russia acting as go-between.
