Kyiv's legal shake-up before 10 June 2019

Summary

A look back at the Ukrainian and regional decisions reported in the days leading up to 10 June 2019.

What did the days before 10 June 2019 change for Ukraine's legal landscape? Reports from 6 and 7 June pointed to two rulings and one warning that shaped the political agenda.

On 6 June 2019, the Verkhovna Rada passed a law on temporary investigative commissions and temporary special commissions of the Verkhovna Rada. The law regulates the procedure for impeaching the President of Ukraine.

The same day, the Constitutional Court of Ukraine struck down provisions of legislation on e-declaration by civic activists. It also ruled unconstitutional, on an appeal from a plant owned by Kolomoisky, the National Anti-Corruption Bureau's right to demand that corrupt deals be declared invalid.

A regional warning

Beyond Ukraine, a separate dispute was developing between Ankara and Washington. On 7 June 2019, the United States notified Turkey that it would cancel Turkey's purchase of F-35 fighter jets if the government went ahead with buying Russia's S-400 missile defence system.

The items were unrelated, but they show how much was decided in the few days before 10 June 2019: a parliamentary procedure for removing a president, a court ruling touching on anti-corruption tools, and a warning from Washington to Ankara over weapons purchases.
