Strikes on Kyiv and on Russian energy sites
On 24 May 2026, a Russian missile and drone attack on Kyiv killed four people and injured more than a hundred. The National Chernobyl Museum was severely damaged, along with other buildings.
Ukraine struck Russian energy infrastructure in the same period. On 23 May, a Ukrainian drone attack caused a fire at a Transneft oil terminal in Novorossiysk, in Krasnodar Krai. On 24 May, the Ukrainian Security Service reported an overnight drone strike on the Vtorovo oil pumping station in Russia's Vladimir Oblast. Earlier, on 21 May, Ukraine's Secret Service Alpha Group struck a Russian Federal Security Service headquarters in Kherson Oblast.
A disputed strike in Starobilsk
On 22 May, Russian president Vladimir Putin said a drone strike on a dormitory and school in Russian-occupied Luhansk Oblast had killed at least six people and injured dozens more, and he blamed Ukraine. Ukraine's military called the comments from Russia manipulation and said it had hit a drone command unit in Starobilsk.
The casualty figures later grew in Russian accounts. The Russian Emergency Situations Ministry reported 21 dead and 42 injured. Reuters, the United Nations and other western countries were not able to independently verify claims about the incident. The two sides' accounts of what was hit stayed far apart.
Diplomacy without talks
On 22 May, US secretary of state Marco Rubio said no peace talks were under way, though Washington was ready to play a role if they resumed. The positions of the two sides remained far apart: Putin seeks recognition of all occupied land as Russian, guarantees that Ukraine will never join NATO, limits on Ukraine's military and the lifting of sanctions. Ukrainian president Volodymyr Zelenskyy seeks a ceasefire, full withdrawal of Russian troops, the return of prisoners and abducted children, prosecution of Russian leaders for war crimes, and security guarantees.
Minsk and the northern border
On 21 May, Belarusian president Alexander Lukashenko said his country would not join the war and that he was ready to meet Zelenskyy. Belarus is a close Russian ally and a member of the Union State with Russia. Russia staged part of its 2022 invasion from Belarusian territory, though those forces withdrew within two months. The border has remained tense, with Ukraine closing checkpoints into Belarus except in special cases.
Preparing beyond Ukraine
On 22 May, NATO carried out Operation Arcade Strike, a drone-warfare exercise on an unused platform of Charing Cross tube station in London, intended to prepare for potential conflict with Russia.
