What did Moscow actually mean when it answered a ceasefire proposal with conditions? On 13 March 2025, Russian President Vladimir Putin said the US proposal for a ceasefire in Ukraine would depend on Russia's conditions being met, and that there would be further discussions. It was a reply that neither accepted nor rejected the idea, and it arrived two days after a flurry of events that had seemed to move the diplomacy forward.
The proposal Putin was answering
On 11 March 2025, after talks in Jeddah, Saudi Arabia, the United States and Ukraine announced their intention to seek a 30-day ceasefire with Russia. The US side was represented by Secretary of State Marco Rubio and National Security Advisor Mike Waltz; Ukraine's by presidential chief of staff Andriy Yermak. The same day, the US government lifted its suspension on sharing intelligence and military aid to Ukraine.
Putin's remarks on 13 March therefore landed on a proposal that Washington and Kyiv had just put forward together. By making it contingent on Russian conditions, he left the next step to further talks.
A battlefield in motion
The military picture that week was far from static. On 11 March, Russia announced that its forces had retaken multiple villages in Kursk Oblast in the preceding days, up to the outskirts of Sudzha, the main town held by Ukrainian forces, as Ukrainian troops withdrew to avoid encirclement. On 12 March, Russian troops, backed by close air support, entered Sudzha, ending seven months of Ukrainian occupation.
Ukraine, for its part, launched a massive drone attack on Moscow on 11 March, the largest inside Russia since the start of the war. At least three people were killed and 18 injured, fires were reported across the city, and flights from Sheremetyevo International Airport were suspended. Russia said its air defences had shot down at least 337 Ukrainian drones overnight across 10 oblasts.
Russia also struck the Port of Odesa on 11 March. A missile hit a cargo ship carrying grain to Algeria, killing four crew members and severely damaging the vessel.
Europe plans without Washington
Also on 11 March, the military chiefs of all European NATO countries met in Paris, alongside Ukrainian representatives, to discuss a potential European peacekeeping force in Ukraine. The United States was not involved. The meeting fed into the coalition of the willing, which the British prime minister, Keir Starmer, had announced on 2 March 2025 after the London Summit on Ukraine. Led by the United Kingdom and France, it was later described as a grouping of 34 countries ready to contribute to a peacekeeping force, to be deployed only once Ukraine and Russia signed a comprehensive ceasefire agreement or peace deal.
Odesa, and other news from the day
The same date brought two developments connected to Odesa. The European Court of Human Rights ruled that the Ukrainian government had failed to prevent, and failed to properly investigate, the 2014 clashes in the city, and ordered it to pay compensation. Separately, Demian Hanul, the former leader of the Odesa branch of Right Sector, was shot dead in Odesa.
Elsewhere, Putin announced that Russian citizens permanently residing in Belarus would be able to vote and run in local elections there, and that Belarusian citizens permanently residing in Russia would have the same rights in Russia, a measure under the Union State framework.
What the day showed
Taken together, 13 March 2025 sat between a diplomatic opening and an unresolved answer. A ceasefire had been proposed, American support had resumed, and European governments were planning for a possible peacekeeping role. Yet Russia was advancing in Kursk Oblast, both sides were striking each other's territory, and the Russian president had made clear that any agreement would turn on his own conditions.
