Moldova's emergency over gas, Canada's aid for Kyiv

Summary

A retrospective on mid-December 2024, when Moldova's state of emergency took effect and Canada's parliament approved military aid for Ukraine.

What was happening in Moldova and Canada in the days leading up to 17 December 2024, as both countries responded to the war in Ukraine?

On 13 December 2024, Moldova's parliament voted to declare a 60-day national state of emergency beginning on 16 December. The decision was tied to Ukraine's not renewing its transit contract with Gazprom to deliver Russian gas to Moldova. By 17 December 2024, the emergency measures had been in force for one day.

The vote came from a country already closely affected by the war. After the Russian invasion of Ukraine, Moldova accepted Ukrainian refugees, opened a bank account for donations and unofficially imposed sanctions on Russia.

Canada's aid

Separately, on 11 December 2024, the Parliament of Canada approved the allocation of CA$764 million (US$587 million) in military aid to Ukraine.

The two decisions, taken within days of each other, showed different consequences of the same war: an energy-supply emergency in Moldova and a fresh commitment of military assistance from Canada.
