What the 25 September 2019 moment meant for Kyiv

Summary
A look back at two developments in the days before 25 September 2019, one in Washington and one in international sport, and what each involved.
What was the backdrop on 25 September 2019? Two announcements in the preceding days shaped the international news picture around Ukraine and its neighbour.
On 24 September 2019, Speaker of the House Nancy Pelosi announced that a formal impeachment inquiry had been launched into US President Donald Trump. The effort was linked to what became known as the 2019 Trump–Ukraine scandal, which placed Kyiv at the centre of a dispute in American politics.
A day earlier, on 23 September 2019, the World Anti-Doping Agency launched a probe into what it called inconsistencies in laboratory results from Russia. It promised the most stringent sanctions if violations were found. Russia had previously been banned from the 2018 Winter Olympics following a similar probe.
The two stories were unrelated in substance, but both involved a state in the region facing scrutiny from outside. For Ukraine, the impeachment inquiry was the more direct matter, since the country's name was attached to the scandal driving it. For Russia, the anti-doping inquiry revived a question already answered once with a ban from a major event.
