What did it mean when Ukraine's president asked his Russian counterpart to meet in the middle of a war zone? On 21 April 2021, President Volodymyr Zelensky invited Vladimir Putin to a face-to-face meeting on the front line in Donbas, to negotiate an end to the conflict there.

The invitation was aimed at the war in Donbas, and it placed the meeting at the contact line itself rather than in a neutral capital.

A week of sharpening tension

The proposal came six days after Washington announced retaliatory measures against Russia on 15 April 2021. The United States banned trade in bonds newly issued by Russia's Central Bank, National Wealth Fund and Ministry of Finance. It formally named the Russian Foreign Intelligence Service as responsible for the 2020 federal government data breach, blacklisted 32 Russian entities and individuals, and expelled ten Russian diplomats.

The measures were presented as a response to the breach, to interference in the 2020 US elections, and to the occupation of Crimea and human rights abuses there. Russia denied the allegations.

Moscow's reaction was immediate. The Russian Ministry of Foreign Affairs summoned the US ambassador to say that a series of retaliatory measures would follow soon. A ministry spokesperson also said that a potential summit between the two countries' leaders might not take place.

Why the date matters

The two developments sat side by side. Russia's relationship with the United States was moving towards counter-sanctions and doubts over a leaders' summit, while Kyiv put forward its own idea for direct talks with the Russian president, on the ground where the fighting was taking place.

The invitation was a public offer of high-level contact in Donbas, made while Moscow and Washington were exchanging punitive steps. Whether such a meeting was a realistic prospect was a question the day itself left open.
