Two Europe-facing events on 25 June 2024

What did 25 June 2024 mean for Ukraine and its neighbours? It brought two separate developments, one legal and one diplomatic.

On that date, the International Criminal Court, in its investigation in Ukraine, issued arrest warrants for Valery Gerasimov, Russia's Chief of the General Staff, and Sergei Shoigu, Russia's former defence minister.

The same date had been set for a step in the region's relationship with the European Union. On 21 June 2024, Moldovan president Maia Sandu signed the decree that begins negotiations on Moldova's accession to the EU. She also announced that the first Moldova–EU intergovernmental conference would take place on 25 June.

The two developments were unrelated in form: one a judicial move concerning Russia's military and political leadership, the other a milestone on Moldova's path towards EU membership. Together they marked a day on which both justice and enlargement featured in the region's news.
