On 27 June 2024, Ukrainian president Volodymyr Zelenskyy signed a law establishing English as an official language of international communication in Ukraine. The measure was reported as taking effect through his signature, a day before the date covered here.

Two days earlier, on 25 June 2024, the International Criminal Court issued arrest warrants in connection with its investigation in Ukraine. They named Valery Gerasimov, Russia's Chief of the General Staff, and Sergei Shoigu, a former defence minister.

The two items were unrelated in subject: one concerned how Ukraine presents itself in international communication, the other a judicial step taken against senior Russian military figures. Together they marked the run-up to 28 June 2024.
