What Kyiv signalled in the days before 26 August 2024

Summary
A retrospective on diplomacy, a new domestic weapon and a frontline admission in the days leading up to 26 August 2024.
What was Ukraine's leadership trying to tell its audiences in the days before 26 August 2024? The reports from 21 to 25 August point to three messages: Kyiv was ready to engage diplomatically, it was building its own arms, and it was open about pressure at the front.
Diplomacy on Kyiv's terms
On 23 August, during a meeting in Kyiv, India's Prime Minister, Narendra Modi, urged President Volodymyr Zelenskyy to end the war and offered to act as a mediator in talks between Zelenskyy and Russia. In a later national address, Zelenskyy thanked Modi but said India needed to respect international law as well as Ukraine's territorial integrity and sovereignty. The reply set out the terms on which Kyiv would accept outside mediation.
Legal step towards the ICC
On 21 August, the Ukrainian parliament approved the Rome Statute, the treaty establishing the International Criminal Court. That allows Ukraine to become a state party once the government ratifies it with the Secretary-General of the United Nations. The vote therefore completed one stage, and a further formal step remained.
Home-made weapons and a hard front
On 25 August, Zelenskyy publicly presented the Ukrainian-produced Palianytsia rocket drone and loitering munition. It was intended to serve as the Ukrainian counterpart to the Russian ZALA Kub-BLA.
Four days earlier, on 21 August, Zelenskyy had acknowledged advances by Russian forces on the Pokrovsk front. He announced that Ukrainian positions in the region would be strengthened to resist further advances.
Reading the sequence
The reports show a leadership acknowledging battlefield difficulty while presenting a domestically produced weapon, taking a legal step towards the ICC and answering a mediation offer by stressing sovereignty and international law. They do not say whether any of these steps were coordinated, and they should not be read as a single plan. Taken together, they show the range of Ukraine's priorities in the final week of August 2024.
