Security signals in Ukraine war, late September 2024

Summary
A look back at the security developments reported in the days around 30 September 2024, from US aid to nuclear warnings and a strike on Kryvyi Rih.
What was shaping Ukraine's security picture on 30 September 2024? The reports from the preceding days pointed to a mix of Western support, regional nuclear rhetoric and continuing Russian strikes.
On 26 September, ahead of a meeting with Ukrainian President Volodymyr Zelenskyy, US President Joe Biden announced a military aid package of more than $8 billion for Ukraine. He also directed the Pentagon to allocate all remaining security funds to Ukraine by the end of his presidential term in January 2025.
The following day, 27 September, a Russian missile strike hit a police department in Kryvyi Rih, in Dnipropetrovsk Oblast. At least one person was killed and five others were injured.
On the same date, Belarusian President Alexander Lukashenko warned that Belarus would use Russian nuclear weapons if the country were attacked by NATO.
Diplomacy was also under strain. On 25 September, Zelenskyy accused Brazil and China of using their proposed peace plan for ending the war to increase their geopolitical power "at Ukraine's expense", by urging developing nations to agree to it.
Taken together, the reports from 25 to 27 September showed Washington committing further resources, Russian missiles continuing to hit Ukrainian cities, and disputes over how the war might be brought to an end.
