Iran's admission over Flight 752 downing

Summary
A look back at the 11 January 2020 acknowledgement that Iranian forces shot down a Ukrainian airliner near Tehran, after days of denial.
What changed between 9 and 11 January 2020, and why did Tehran's account reverse so quickly? On 11 January 2020, the President of Iran officially acknowledged that the country's armed forces had mistakenly shot down a Ukraine International Airlines Boeing 737 with a missile near Tehran.
The admission closed a short but sharp dispute over the fate of Flight 752. The aircraft was on a scheduled service from Tehran to Kyiv. It was shot down by the Islamic Revolutionary Guard Corps shortly after takeoff on 8 January 2020, and all 176 people on board were killed.
From caution to denial
On 9 January 2020, Canadian Prime Minister Justin Trudeau told a news conference that it was too early to draw definitive conclusions that the downing was an act of war. At the same press conference he condemned Iran's attack on U.S. bases in Iraq.
On 10 January 2020, after Trudeau suggested the aircraft had been brought down by an Iranian missile, Iranian authorities rejected the idea. Iran's civil aviation chief said he was certain no missile had hit the plane and continued to point to mechanical failure as the cause.
A reversal within a day
The contrast is stark. On 10 January 2020 the official line was a technical malfunction; on 11 January 2020 the president of the country said the armed forces had fired the missile in error. The acknowledgement replaced the mechanical-failure explanation with an admission that Iranian forces were responsible.
The sequence also shows how the question was framed internationally. Trudeau's remarks on 9 January 2020 were cautious about labelling the downing a deliberate act, while the later statement from Tehran described the shooting as a mistake by the armed forces.
For Ukraine, whose national carrier operated the flight, and for the countries whose citizens were among those on board, the admission of 11 January 2020 settled the central question of what brought the aircraft down.
