What Zelenskyy's casualty figures revealed in December 2024

What did Kyiv say about the human cost of the war on 9 December 2024? The figures had been reported a day earlier, on 8 December 2024, when Ukrainian President Volodymyr Zelenskyy gave a rare public tally of losses since Russia's full-scale invasion in 2022.

He said 43,000 Ukrainian soldiers had been killed in action and 370,000 had been injured. For Russia, he estimated 198,000 soldiers killed and more than 550,000 injured.

Reading the numbers

The two sets of figures differ in kind. The Ukrainian numbers were presented as a statement of fact by the country's president. The Russian numbers were an estimate. Taken at face value, the figures put Russian losses well above Ukrainian ones, both in deaths and in wounded.

The statement covered soldiers only. It did not address civilian deaths.

The wider picture

Later estimates of total casualties in the invasion, covering 24 February 2022 to June 2026, range from 1,274,000 to 2 million. That is a later assessment and was not available on 9 December 2024. It does show how much the toll continued to be a matter of estimation rather than precise counting.
