What did the Ukrainian government look like on 15 July 2025? It was a cabinet in transition. A day earlier, on 14 July, President Volodymyr Zelenskyy had announced a government reshuffle and nominated Yulia Svyrydenko as prime minister.

On 15 July 2025, outgoing prime minister Denys Shmyhal submitted his resignation, following the president's announcement. The Verkhovna Rada accepted it later, on 16 July.

A second signal from Washington

The reshuffle was not the only development reported on 14 July. United States president Donald Trump announced that several NATO allies would buy U.S.-made weapons, including Patriot air defence missile systems, to provide to Ukraine.

Taken together, the two announcements marked a moment of change at the top of Ukraine's government and of continued discussion of military support from abroad.

The sequence

The order of events was clear. Zelenskyy named his nominee on 14 July. Shmyhal submitted his resignation on 15 July. The Rada accepted it on 16 July.
