The decision came amid what was described as a Belarus–European Union border crisis, with Finland and Latvia coordinating directly on the deployment.

A detention a day earlier

On 4 September 2025, Belarus detained a Polish national and a Belarusian citizen on charges of espionage. Belarusian authorities alleged the two had possessed documents on Zapad 2025.

The two developments were separate reports from consecutive days. Both concerned Belarus and its neighbours in the region.
