What did Kyiv and Damascus agree before 29 September 2025?

Summary
A look back at diplomatic and security moves reported in the days before 29 September 2025, from restored Ukraine–Syria ties to Lithuania's drone rules.
What had changed in Ukraine's diplomatic and regional picture by 29 September 2025? The reports from the preceding days point to two developments: a restoration of ties with Syria and a tightening of air-defence rules in Lithuania.
Ukraine and Syria restore relations
On 24 September 2025, Ukraine and Syria restored diplomatic relations. Presidents Volodymyr Zelenskyy and Ahmed al-Sharaa met on the sidelines of the eightieth session of the United Nations General Assembly.
Kyiv had broken off relations in June 2022, after the government of Bashar al-Assad recognised the Russian-backed Donetsk and Luhansk "people's republics", in occupied territories of Ukraine. The restoration closed that rupture.
Lithuania widens its drone rules
On 23 September 2025, Lithuania's parliament authorised the country's military to shoot down any unauthorised drones in its airspace. The decision followed recent incursions by Russian drones into Lithuania.
Under the earlier rules, only drones judged to be armed, or to pose an imminent threat to critical state assets, could be targeted. The change removed that restriction.
Both decisions were taken in the week before 29 September 2025. One concerned Ukraine's own diplomatic standing, the other the handling of Russian drones entering a neighbouring state's airspace.
