What had changed in Ukraine's military command by 19 March 2018? Days earlier, on 16 March, the President of Ukraine, Petro Poroshenko, appointed Serhiy Naiev as commander of the Joint Staff of the Armed Forces of Ukraine. The body had been created to replace the Anti-Terrorist Operation (ATO) Staff.

The appointment put a named commander at the head of the new structure, which took over from the ATO Staff.

A change for service members

A separate decision concerned military personnel and their families. On 15 March, Poroshenko signed amendments to the law on the social and legal protection of servicemen and their family members. The changes were aimed at removing social unfairness in granting service members the right to monetary compensation for renting housing.

Together, the two decisions, signed on 15 and 16 March, framed the situation of the armed forces as of 19 March 2018: a new command body under a newly appointed commander, and an adjustment to the housing-compensation rules for military personnel.
