What did Kyiv's new security strategy promise?

On 14 September 2020, President Volodymyr Zelensky approved the National Security Strategy of Ukraine, titled "Human Security – Security of the Country". The approval put the strategy into force a day before the date covered here.

Three days earlier, on 11 September 2020, the ethics committee of the National Agency for Higher Education Quality Assurance ruled that plagiarism had been found in the works of Serhiy Shkarlet, acting Minister of Education and Science of Ukraine.

The two developments were unrelated in subject, but together they showed the range of the political news in the middle of that September: a presidential decision on the country's security framework, and a question of academic integrity touching a sitting member of the government.
