Giuliani was the former personal lawyer of former President Donald Trump. The raid placed him at the centre of an inquiry connected to the 2019 Trump–Ukraine scandal.

The wider scandal

That scandal arose from Trump's attempts to coerce Ukraine into investigating his political rival Joe Biden, as later accounts describe it. Trump enlisted surrogates inside and outside his administration, among them Giuliani and Attorney General William Barr, to pressure Ukraine and other governments.

The same accounts say Trump blocked payment of a congressionally mandated $400 million military aid package in an attempt to obtain cooperation from Ukrainian president Volodymyr Zelenskyy. Contacts between the White House and the Ukrainian government culminated in a phone call between Trump and Zelenskyy on 25 July 2019.

The search of 28 April 2021 was therefore a law-enforcement step that revisited that episode, this time over the alleged lobbying for Ukrainian officials.
