The report was brief, but it placed the day within a conflict that was still active. The war pitted armed Russian separatist groups, backed by Russian regular forces, against the Armed Forces of Ukraine. Peace talks held in Minsk, Belarus, had produced a series of international agreements meant to end the fighting.

Those talks involved the Trilateral Contact Group on Ukraine, made up of representatives of Ukraine, Russia and the Organization for Security and Co-operation in Europe (OSCE). France and Germany mediated through the so-called Normandy Format. The first Minsk Protocol was signed in September 2014.
