Two decisions in Kyiv, 17 and 18 March 2020

Summary
A look back at a new prosecutor general and a school education law that took effect within days of each other.
What did Ukraine's politics produce in the days leading up to 20 March 2020? Two decisions stand out from the preceding days, one about the prosecutor's office and one about schools.
On 17 March 2020, the Verkhovna Rada approved, and President Volodymyr Zelensky appointed, Iryna Venediktova as Prosecutor General of Ukraine. The appointment was settled in a single step: parliament gave its consent and the president then made the appointment.
One day later, on 18 March 2020, the law "On Complete General Secondary Education" came into force. It set the legal framework for general secondary education in the country.
Taken together, the two events show the pattern of the period: personnel decisions on one side and legislation on the other, both reaching their formal conclusion in the same week. By 20 March 2020, the new Prosecutor General was in post and the education law was already in force.
