What was Ukraine's political situation on 10 March 2020? The country had just changed its government. On 4 March 2020, the Verkhovna Rada accepted the resignation of Oleksiy Honcharuk's cabinet and began forming a new government under Denys Shmygal.
Honcharuk and his ministers were voted out after less than six months in office. President Volodymyr Zelensky proposed Shmygal as Prime Minister, and the parliament started the process of assembling his cabinet.
A second storyline abroad
The same day, 4 March, another matter with a Ukrainian link drew diplomatic attention. Canadian Foreign Minister François-Philippe Champagne urged Iran to allow access to the flight recorders of the Ukrainian passenger plane that was shot down in January.
The aircraft was Ukraine International Airlines Flight 752, a scheduled service from Tehran to Kyiv. On 8 January 2020 the Boeing 737-800 was shot down by the Islamic Revolutionary Guard Corps shortly after takeoff, and all 176 people on board were killed. By early March the question of the flight recorders was still unresolved, and Canada was pressing Tehran publicly.

By 10 March 2020, then, Ukraine was dealing with a government reshuffle at home and a continuing international demand for answers about the downed airliner. The parliamentary vote had ended Honcharuk's short term, and Shmygal's nomination set the direction for the next cabinet.
