Two border and street flashpoints on 3 November 2021

What did 3 November 2021 show about pressure on governments in Ukraine and its neighbourhood? Two separate reports, in Kyiv and on the Polish-Belarusian frontier, pointed to tests of public order and state control.
In Kyiv, several thousand people took part in a rally against COVID-19 vaccination and the restrictions introduced because of the pandemic. Participants blocked traffic at several points in the government quarter.
On the same day, Poland summoned the Belarusian chargé d'affaires. A Polish government spokesman said Belarusian troops had crossed into Polish territory overnight and advanced 300 metres (980 ft). According to the spokesman, they returned across the border only when a Polish patrol confronted them.
The two events were unrelated, and the reports do not link them. Each, however, involved a state responding to a challenge on its own ground: one a street protest over health policy in a capital, the other an incursion handled through a patrol and a diplomatic summons.
What the reports establish is limited but clear. In Kyiv, the disruption centred on the government quarter. On the Polish border, Warsaw chose a diplomatic protest over any other step the reports mention.
