On 28 April 2021, federal investigators raided the home of Giuliani, the former personal lawyer of former President Donald Trump. The reported suspicion was illegal lobbying of the federal government on behalf of Ukrainian officials.
By 30 April 2021, the search was the latest chapter in what was known as the 2019 Trump–Ukraine scandal. That affair arose from the discovery of Trump's attempts to coerce Ukraine into investigating his political rival Joe Biden, with the aim of potentially damaging Biden's campaign for the 2020 Democratic Party presidential nomination.
Giuliani was one of the surrogates Trump enlisted, inside and outside his administration, to pressure Ukraine and other governments. The aim was to win their support for the Biden–Ukraine conspiracy theory and other conspiracy theories about U.S. politics. Trump also blocked payment of a congressionally mandated $400 million military aid package, in an attempt to obtain quid pro quo cooperation from Ukrainian president Volodymyr Zelenskyy. Contacts between the White House and the Ukrainian government culminated in a phone call between Trump and Zelenskyy on 25 July 2019.
The raid thus tied the earlier affair to a federal inquiry into lobbying on behalf of Ukrainian officials, as reported at the time.
