What Kyiv's parliament and a detention revealed in March 2018

Summary
A look back at two politically relevant developments reported in Ukraine in the days around 14 March 2018.
What was on Ukraine's political agenda on 14 March 2018? Two reports from the preceding days help answer that, one legislative and one involving a prominent figure in the prisoner-release effort.
On 13 March 2018, the Verkhovna Rada passed law No. 7161. It amends the law on the rehabilitation of disabled people in Ukraine and concerns the setting of a disability group for participants in the anti-terrorist operation (ATO).
A few days earlier, on 8 March 2018, Volodymyr Ruban, head of the Centre for the Liberation of Prisoners, was detained at the Maiorske checkpoint. He was stopped during an attempt to transport weapons and ammunition illegally out of the ATO zone, as reported at the time.
The two items are unrelated in subject. Together they show the range of matters in Ukrainian public life in the middle of March 2018: a parliamentary decision affecting ATO participants, and a detention that involved the head of an organisation working on prisoner releases.
