What did Odesa's detention of a Russian ship signal?

What happened in Odesa on 10 April 2018? Ukraine detained a Russian ship there, on suspicion that it had been illegally extracting sand. That is the extent of what was reported about the case on that date, and it is worth stating plainly: a detention over a suspected resource offence, not a declared confrontation.

The detention stands out because the vessel was Russian and the suspected offence was an economic one. Those two details are what the reports of the time recorded, and an opinion column should not stretch them into more than they were.

Two days earlier, on 8 April 2018, a different story had come out of Crimea. A bus collided with a train near Armyansk, killing five people and injuring four others. The reports did not link it to the events in Odesa, and the two should not be read together as a pattern.

Taken on their own terms, the two items show how varied the news from Ukraine and the region was in that period: a suspected illegal sand-extraction case in a Black Sea port, and a fatal crossing accident on the Crimean peninsula.
