On 30 March 2020, the Verkhovna Rada, against the backdrop of the spreading coronavirus epidemic and a financial crisis, elected Serhiy Marchenko as finance minister and Maksym Stepanov as health minister. The two posts were the ones most exposed to the pressures of that spring.

On 31 March 2020, the Rada passed a law on the circulation of agricultural land. It introduced a land market in Ukraine from 1 July 2021.

Taken together, the votes show a parliament that kept legislating and appointing even as the epidemic spread. One day filled two ministerial posts; the next set a date for a land market more than a year ahead.
