What did Russia's return of seized vessels mean?

Summary
A look back at the handover of three Ukrainian Navy vessels on 18 November 2019, a year after the Kerch Strait incident.
What did it amount to when Russia gave back three Ukrainian Navy vessels? On 18 November 2019, Russia returned the ships it had seized during an incident in the Kerch Strait the previous year.
The incident took place on 25 November 2018. Russia's Federal Security Service (FSB) coast guard fired upon and captured the three vessels as they tried to transit from the Black Sea into the Sea of Azov on their way to the port of Mariupol.
The return came just under a year after the capture. It was listed at the time among developments in Russia–Ukraine relations and the wider Ukrainian crisis.
The 2018 episode had a particular weight. According to later accounts, it was the first time Russian forces had openly engaged Ukrainian forces during the Russo-Ukrainian War. That made the fate of the captured ships a visible marker of the dispute.
The handover on 18 November 2019 settled the question of the three vessels themselves. Nothing in the reports of that day framed it as a wider resolution of the confrontation between the two countries, and this retrospective makes no such claim. What the day recorded was narrower: three ships taken in the Kerch Strait were back in Ukrainian hands.
